Our staff have a wide range of professional experience and technical skills
necessary to manage air quality and environmental compliance issues.
Below is an overview of areas of expertise for each staff member.
Ev Ashworth
Ev has over 25 years of professional experience in air quality and related
environmental disciplines. This experience includes new facility siting and
permitting, securing emission reduction credits from stationary and mobile
sources, air quality permitting, criteria and air toxic emission inventory
assessment, air pollution control, air toxic health risk assessment,
environmental impact assessment, environmental compliance auditing, air
quality planning and policy analysis, agency negotiation, and program
management. Ev has provided expert testimony in connection with variances
and orders of abatement before local air pollution control hearing boards,
on State Implementation Plan, Emission Reduction Credit, and feasibility of
control programs in state court, has assisted legal counsel in settlement of
Federal Clean Air Act and California civil proceedings.
Bart Leininger
Bart has over 20 years of professional experience in air quality and related
environmental disciplines. This experience includes air quality permitting,
criteria and air toxic emission inventory assessment, air pollution control,
environmental impact assessment, NSPS/NESHAP/MACT compliance assistance,
CERCLA/EPCRA Reporting, NPDES permitting, land use permitting, environmental
compliance auditing, agency negotiation, and program management.
Irra Core, PhD
Irra has more than 8 years of experience in air quality research and applied
environmental regulatory compliance assistance, including air quality
permitting, air quality dispersion modeling and health risk assessments.
Irra has direct experience in the design/execution of environmental
managements systems, assistance in agency negotiations and notifications,
health risk assessments, as well as considerable expertise in complex
meteorological models. Representative project experience is presented below.
Irra is accredited by the California Air Resources Board as a Lead
Verifier under the AB32 greenhouse gas inventory program, with
accreditations for refinery and electricity transactions sectors.
Deborah Darling
Deborah has experience with regulatory compliance and reporting in the
fields of air, water, and hazardous waste management. This experience
includes air quality permitting (NSR and Title V), emissions inventories,
wastewater surcharge statements, EPCRA Form R reporting, hazardous materials
business plans, Storm Water Pollution Prevention Plans, Spill Prevention
Control and Countermeasure plans, environmental managements systems,
regulatory compliance analysis and agency notifications. Deborah routinely
coordinates environmental compliance activities at multiple manufacturing
facilities located in California.
Jayme Dryden
Jayme has over 5 years of experience in air quality permitting,
environmental compliance analysis, emissions inventories, regulatory
compliance programs, wastewater surcharge statements, and computer
spreadsheet applications. This experience includes preparation of annual
emission inventory reports, Title V Operating Permit applications, Form R
reporting, NSPS compliance planning, and environmental compliance auditing.
Lara Gertler, PhD
Lara has over 8 years of air quality research experience, including
particle- and gas-phase atmospheric sampling, chemical analysis techniques,
management of extensive field studies, and handling of large databases. She
has performed MACT compliance planning, air permitting, greenhouse gas
emissions inventories and reporting, and Title V compliance analyses. She
has extensive experience programming MS Excel and MS Access applications for
data analysis and to assist in environmental compliance. Lara is accredited
by the California Air Resources Board as a Lead Verifier under the AB32
greenhouse gas inventory program, with accreditations for refinery and
electricity transactions sectors.
Dan Godden
Dan has over 25 years of professional experience in complex air quality dispersion
modeling, risk assessment and environmental permitting. This experience includes new
facility siting and permitting; health risk assessments; accidental release consequence
analysis; air dispersion model development; meteorological studies; and design of meteorological
and air quality monitoring networks in support of new industrial facilities and major expansions.
Bill Grady
Bill has over 25 years of professional experience in air quality
and related environmental and regulatory disciplines. This experience includes managing
regulatory and environmental permitting and compliance matters at complex operations including
refineries, oil and gas operations, and nuclear facilities. Both as a regulatory/environmental
coordinator and a consultant, has experience in new facility siting and permitting, securing emission
reduction credits, air quality permitting, environmental compliance
analysis, agency negotiations, emission inventories, criteria and air toxic
emission inventory assessment, air pollution control, and environmental
impact assessment. Bill has provided expert testimony and
presentations in connection with variances before local air pollution
control hearing boards, approvals of projects before state and local
commissions and negotiations of permit conditions with local, state and
federal agencies. He has acted as acted as a regulatory coordinator
responsible for permitting and compliance of several major projects on oil
and gas production facility in California.
Mark Gruber
Mark has over 14 years of professional experience carrying out toxic
chemical exposure assessment projects, including development of emission
inventories, computer air dispersion modeling, environmental sampling, map
production, installation and operation of meteorological stations, air
permit evaluation, and research. He has also prepared permit applications and assisted with compliance issues
for facilities in various regulatory agencies.
Scott Johnson
Scott has more than 25 years experience in the fields of air quality
management, environmental assessment, and land use planning. This experience
includes air quality and land use permitting, environmental assessment under the California Environmental Quality Act
(CEQA) and the National Environmental Policy Act (NEPA), air quality
monitoring, preparation of facility and area-wide emissions inventories, air
toxic health risk assessment, evaluation of air pollutant control
technologies, air quality planning and policy analysis, environmental
compliance, and training.
Lisa Kiehl
Lisa has 9 years of experience in air quality regulatory compliance. She has experience in environmental
compliance analysis, air quality permitting, emission reduction credit assessment, and geographical
information systems (GIS).This experience includes Title V Operating Permit permitting and ongoing
compliance assessment (Compliance Verification Report review, operating plan
preparation/review), Federal (NSPS/NESHAP/MACT) and State (ATCM)
applicability analysis, as well as review and issuance of applications for
emission reduction credits.
Kawika Tupou
Prior to joining ALG, Kawika worked in the Aerospace Industry for 10 years
as a design engineer. Responsibilities included providing and assessing detailed drawings and
specifications on combustion devices hardware for rocket engines servicing
the Atlas, Delta II and Delta IV vehicles, overseeing in-house and supplier
manufacturing processes, interfacing with and briefing customers (NASA, Air
Force), and managing multiple team projects. Since Kawika’s transition to Environmental Engineering in 2007, he
has gained valuable experience and understanding in regulatory requirements
and compliance issues involving multiple agencies and industries.
Mike Waller
Mike is a chemical engineer with 10 years experience in air quality and
related environmental disciplines. This experience includes environmental
compliance auditing, permitting (NSR, PSD and Title V), air toxic health
risk assessment, NSPS/NESHAP/MACT applicability analysis, emissions
inventories, RECLAIM reporting, TRI reporting, wastewater surcharge
statements, storm water plans, oil spill plans and development of
environmental compliance management systems. Michael is accredited by the
California Air Resources Board as a Lead Verifier under the AB32 greenhouse
gas inventory program, with accreditations for refinery and cement sectors.
Mike routinely coordinates environmental compliance assistance at several
petroleum refineries, terminals and other manufacturing industries.
Rob Woolf
Rob has experience in air quality permitting, environmental compliance analysis, emissions
inventories, regulatory compliance programs, and computer spreadsheet
applications. This experience includes preparation of annual emission
inventory reports, Title V Operating Permit applications, Form R reporting,
and compliance planning.
