Joel has 20 years of professional experience in air permitting and compliance, developing and implementing environmental management systems, emissions source testing, emissions inventories, emissions controls design, SPCC Plan development and implementation, LDAR program development and implementation, and wastewater treatment plant design and permitting. This experience includes work on Clean Air Act regulations, Emergency Planning and Community Right-to-Know Act (EPCRA), environmental compliance auditing, and oversight and implementation of various state and local programs in the Lower 48.
