Brandon is a chemical engineer with over 18 years of consulting and industry experience in air quality permitting and compliance for the refining, chemical manufacturing and related industries. His air quality experience highlights are major and minor source permit application development, maintenance and compliance, including Title V/Part 70, PSD/NSR and state permitting programs; Best Available Control Technology (BACT) determinations; compliance with multiple NSPS, NESHAP, and MACT; response to CAA Section 114 Information Collection Requests; complex air emission calculations and inventories; greenhouse gas monitoring and reporting; Leak Detection and Repair (LDAR) program management; and emissions monitoring and testing programs including process equipment and flare parameter monitoring, continuous emission monitoring, and stack testing.
Brandon also has relevant practical industry experience in water, solid, and hazardous waste permitting and compliance; community Right-to-Know requirements such as release reporting, TRI, and TIER II chemical inventories; pollution prevention plans; regulatory advocacy and Management of Change (MOC).
