Low Carbon Fuel Standard

Program Basics

The Low Carbon Fuel Standard (LCFS) program was identified by the California Air Resources Board (CARB) as one of nine early action measures designed to reduce Greenhouse Gas (GHG) emissions in the state of California.  The LCFS program focuses on measures to reduce the carbon intensity associated with transportation fuels by encouraging the production and use of low-carbon and renewable fuel alternatives.

Other states have initiated similar programs to reduce the impact of transportation fuels on the life cycle of greenhouse gases, including Oregon, and Washington.

ALG’s extensive experience in air quality permitting and compliance in California, as well as in GHG reporting and verification, uniquely qualifies us to provide innovative California LCFS and Oregon Clean Fuels Program (CFP) services to our clients.

LCFS Reporting and Verification Projects

Sector Accreditations

Our LCFS team includes Lead and non-Lead Verifiers with accreditations in all sector specialties:

  • Fuel Pathways,

  • Alternative Fuel Transactions and

  • Petroleum Based Fuel Reports;

ALG has experience in the preparation of alternative fuel pathway and refinery investment project permit applications.

Industry Experience

ALG has performed third-party CARB LCFS and ODEQ CFP verifications in all sectors reporting based on the following methodologies:

  • Pathway Validation: Biomethane from Anaerobic Digestion of Dairy and Swine Manure;

  • Pathway Validation: Biomethane from Organic Waste;

  • Innovative Solar Projects;

  • Quarterly Fuel Transaction Reports;

  • Annual Fuel Pathway Reports;

Our Strengths

ALG’s LCFS team members have experience in preparing alternative fuel pathway applications, refinery investment project permit applications, greenhouse gas, criteria pollutant, and toxic pollutant emission inventory calculations and reports. We also have extensive experience in formal and informal comprehensive auditing of facilities to determine compliance status with respect to a wide variety of local, state, and federal environmental regulations. ALG has also assisted numerous clients develop greenhouse gas compliance programs to ensure that monitoring, data collection, and reporting practices meet the requirements of the rule. Our technical knowledge about common emission sources, and experience dealing with large volumes of data are key to approaching GHG verification projects.
