Greenhouse Gas Programs
The passage of AB 32, the California Global Warming Solutions Act of 2006, requires a significant reduction of greenhouse gas (GHG) emissions in the state of California. AB 32 was the first program in the country to take a comprehensive, long-term approach to address climate change. Three major components of AB 32 include:
Cap and Trade Program (and the Mandatory Reporting Regulation (MRR))
Low Carbon Fuel Standard (LCFS)
Advanced Clean Cars Program
Ashworth Leininger Group (ALG) collaborates with our clients and agency staffs to design, quantify, and implement GHG mitigation programs required to secure pre-construction approvals or CEQA certification. Here our staff leverages technical expertise and direct prior experience in identifying cost-effective and practical GHG reduction options for industrial operations. We also assist our clients and equipment engineers in the integration of GHG reduction technologies into project design, which realizes economic and thermal efficiencies and decreases overall project costs.
Greenhouse Gas Reporting and Verification
ALG is a verified body under the AB32 Mandatory GHG Emissions Reporting Regulation, with five accredited lead auditors, supplemented by senior air quality engineers and air quality specialists. This demonstrated technical expertise also our submission of GHG reports under EPA’s Greenhouse Gas Reporting Program (40 CFR Part 98 and specific reporting subparts). By partnering with our clients, we are able to provide the technical guidance necessary to streamline reporting and assure the adequacy of all data under the respective programs. We also collaborate with our clients to prepare and update internal GHG monitoring and voluntary reduction programs. We encourage you to visit our testimonials page to gauge our clients’ satisfaction with our GHG reporting services.
California Air Resources Board MRR - AB32
ALG’s MRR team includes accredited specialists in the Oil and Gas Systems, Transactions, and Process Emissions sectors and therefore is qualified to report and verify all types of CARB GHG MRR emission reports. ALG has verified GHG reports for various industries including electricity generation, electricity providers and marketers, oil and gas production, petroleum refining, transportation fuel suppliers, cement production and a variety of other industrial processes. In addition to GHG verification services, ALG also assists facilities in developing comprehensive MRR compliance and reporting programs to meet the requirements of EPA and CARB.

Low Carbon Fuel Standard (LCFS)
As with AB32, the CARB Low Carbon Fuel Standard Regulation (LCFS), found in sections 95480 to 95503 of title 17, California Code of Regulations, requires independent verification of data reports specified in section 95500. ALG is among the first of CARB's accredited verification bodies for the LCFS program, with four approved lead verifiers.
Entities specified in section 95500 are required to retain the services of independent verifiers accredited by CARB, beginning with 2020 fuel pathway applications and LCFS data reports. Only CARB-accredited verification bodies may provide LCFS verification services.
While, the Low Carbon Fuel Standard (LCFS) verification program is relatively new to industry; ALG already has considerable experience in this program having assisted multiple petroleum clients evaluate and permit Alternative Fuels projects, as well as submit Refinery Investment Credit applications to CARB. ALG is accredited as a Verification Body in the LCFS program, and is one of the few approved to conduct verification services for all types of reports (Fuel Pathway, Quarterly Fuel Transactions, Petroleum-Based Fuel Reports, and Carbon Capture and Sequestration). This, coupled with our longstanding experience with the AB32 MRR reporting and verification program, enable ALG to provide expert, efficient, and cost-effective consulting to the clients we serve.
